標題[求譯] as of+日期的用法

"Abraham Lincoln declared that all slaves residing in states in rebellion against the United States as of Jan. 1, 1863, were to be free." 這句話書上的翻譯是: 「林肯宣布南方叛亂各州境內所有奴隸將在1863年1月1日當天獲得自由」 請問as of是甚麼用法?
