[文法] 請問這句不定詞的文法

Michigan, the latest state to find patients sickened by the drug is reporting
four cases.


這句分析如下:

1. 最外圍: Michigan is repotrting four cases.

2. 形容詞部分: the latest state形容 Michigan


想問的就是黃色部分的文法:


感覺應該是這州的病人被發現由於藥物導致疾病。應該是被動式。它用to find的意思是?

文法是?  這應該不是in order to...那到底是什麼意思呢?
