[求譯] 請問「foot of rain」是什麼意思？

在cnn student news 看到這麼一段：

Predictions estimated that Delaware, Maryland and Virginia could get up to a
foot of rain.

主要是在講Snady颱風造成的影響。

請問後面的「foot of rain」是什麼意思？又在這邊的「get up to 」該做何解？
