這篇文章是在說最近 Sandy 颶風對美國東北岸造成的影響
其中，
..., hindering efforts to contain it, ... 這句
不太懂意思是什麼?
是非限定用法，用來形容 the storm 嗎?
也就是說是否可還原成 ...the storm, which hinders efforts to contain it, ...
特別是這個 it 指的是什麼呢?
但即便還原了，還是不太懂其中意思 @@
試譯：「似乎水淹得還不夠一樣，在皇后區的一處社區，有多處房屋發生大火且火勢
猛烈，(中間不懂怎麼翻...)，同時也有許多社區也被大水沖走。」
