[請益] 省略 there to be

[Lesqueer (troubles stay away)]

1. The institution is expecting there to be a decline in birth rate this year.

2. The institution is expecting a decline in birth rate this year.

這兩句文法應該都沒錯吧? 請問 意思上有差別嗎?
