標題[求譯] 請問小說中的一句話意思

閱讀小說時遇到下面這個句子，不太懂它的意思，想請教一下板上先進
前提是說這個女生穿得很漂亮但太露了，
一個朋友跟她說，如果她哥哥看到她這麼穿反應一定會很大
"he'd have a heart attack if he saw you in this dress.
Not that there's enough of it to call it a dress."
想請問後面那句not that there's enough of it to call it a dress的意思
