請教一下有沒有人可以幫我解釋一下這句話的文法結構

who can convince others to give money.
我覺得這句話好像不是一個完整的句子
expensive places跟a premium中間是不是應該有個連接詞呢?
句子的意思我懂,但是想要更進一步分析句子的構造時我卡住了
想要請教版上的大大
