OALD給的解釋是
information that you add to a statement to limit the effect that it has or
the way it is applied

例句給的是
I accept his theories, but not without certain qualifications.
The plan was approved without qualification.

也給了proviso的同義字

我認同原文推文priv板友的「有所保留」
而我想應該也可以翻成「前提」、或者用法律用語的「但書」吧
