Of all the great innovations, the railroad may well be the one historians
have allowed the most dramatic and far-reaching influence to.


However, even though 'allowed influence to' can be used as 'accorded
influence to' in 1, I guess it seems to sound quite awkward. You can
consult a [well-educated] native speaker about this matter.
