完成本案的調查。

不太懂spare no effort在這裡的用法及含義，是指毫不鬆懈任何努力嗎？

還是有更好的詞？

另一句：

"Where appropriate we have provided customers with additional time to find
alternative banking services."

第一次看到where appropriate的用法，請問where+形容詞的文法是什麼含義呢？
