[請益] the local arm？

   摘錄一段新聞

   Taiwan’s banking sector can withstand moderate price corrections in
   real-estate prices given their capital adequacy ratios and conservative
   mortgage operations, Taiwan Ratings Corp (中華信評),the local arm of
   Standard & Poor’s, said yesterday.


   請問一下 the local arm 是什麼意思哩？

   是branch的意思嗎？看起來好像也不是？

   為什麼會用arm？

   之前用google查詢 the local arm 是出現在宇宙星系的介紹裡
   如：The solar system exists in a part of the galaxy known as the Local Arm.

   除此之外很少看到。
