整句話：During the 1930s, the 1900 Contagious Disease Law was
expanded to encompass psittacosis, afflicting parakeets and parrots, and
it could be extended to other diseases.

我的中譯：1930年代擴充了1900年制定的《傳染病法》，納入鸚鵡病（psittacosis，會
感染長尾鸚鵡等鸚鵡），也可以再擴展納入其他疾病。

疑問：不是很懂英文第三行"it could be extended to other diseases"要表達
什麼意思，因為這是在講過去發生的事，有沒有再納入其他疾病不是應該很明確嗎？
為什麼要用"could be"，還是其實我理解錯誤？
