[Announce] some rules of this board

[bangbamg (不停重複的人生)]

Recently, some boardmates posted articles in EngTalk, asking questions
about grammars and translation
But what I want to remind the boradmates is that the purpose of creating this
board is to establish  a place for everyone to CHAT, ya, this board is
basically used for chatting, and u can talk about every kind of topics u
want to.......(well, maybe no politics... :p)
For those who want to ask grammar or translation questions, I would suggest
you to go to Eng-Class.  That is a good board for answering questions
and i believe u will get satisfying answers there :p

besides, just like what dale said, we should be polite when we want to
ask questons.
if we ask questions in a polite way, then our boardmates will be much
happier to help us ^^b
