Some character in novels pronounce "ter" instead of "to"

I have been reading "Harry Potter" of English version these days.
What I'm confused with is that the character, Hagrid, always speaks
not clearly. For example, he always pronounce "ter" instead of "to",
"yer" instead of "you're", and so on. It really bother me while reading.
When I saw these "new and strange" words first time,
I had to guess it and I am a little curious about why the writer describe
what Hagrid's talk this way.
I guess that it is the accent that the writer want to emphasize, isn't it?

In facts, is ther any foreigner who speaks this unclear way?
If it is true, it would be very rerrible gor me because I think
that maybe I can't understand what the foreigner talks.
