[Ask ] How to translate "詐騙集團"in English?

My question is as the title....

I read the report about the ATM transfering

policy last week in Taipei Times.

The word used by Taipei times is "fraud"

However, I woder if there are  any other better usages

for translation of "詐欺集團"?

Maybe we can duscuss it!
