How about trying the word "ring"?
The word "ring"means a group of people who work together,often dishonestly
and nefariously in business and crime.
so "詐騙集團"can be called "fraud ring"
by the way,"電話詐欺"is "phone fraud"
"網路詐欺"is "Internet scam"
"cheating ring "is a group of people who sell answers to examineess before the
exams such as the GRE or GMAT.They may be via the Internet or cell phones.
But I don't know for sure how to say the phrase in Chinese.^^"
