Really, keeping a diary is a form of logging, and blogging is just logging on the web. So I'd say they're more or less the same. Other than being the buzzword of today, the upside of blogging as opposed to keeping a diary is that you won't be pressured to come up with an entry every single day. You can blog whenever you want to. And if you choose to not share it with the world, you don't have to. I guess you can skip a day or two with pen and paper when it comes to diary. But it's easier to type than write, so bloggin it is for me. You did mention fluency problem in English writing (I hope I didn't interpret it wrong.) One suggestion I can give is choose a topic or two you like and see if there's any English blogs about it. Read them. The more you read the better you write.
