Personal opinion for ur reference.
1. Language is the accumulation of culture and time,
u won't have the significant improvement, even chat
with foreigners, unless persevering it.
2. It's not the matter if u can find and chat with
the foreigner or not but depends on ur effort regards
to any language.
3. People whose mother tongue is English of course speaking
English, however, it doesn't mean that he/she is a good
teacher.
