bubble here is similar in meaning to "a house of cards", which means
a speculative scheme that depends on unstable factors that the participants
cannot control.
in business/finance, "bubbles" usually mean a rise in the price of an asset,
for example, price of homes (housing bubble), based not on current or
prospective income that it provides, but mainly or solely on
the expectations of market participants.
the meaning of this sentence is basically:
若不是〈什麼東西〉的泡沫化,那也是個類似﹝嚴重程度﹞的反應。
