[Ask ] be+of+noun?

Hi, I want to ask that is be+of+noun an adjective?
Take the followings as examples:

Is "It is of beauty" equal to "It is beautiful"?
In addition,
Is "such consequences are not of essence of the matter"
equal to "such consequences are not essential of the matter"?

If the answer is yes,
why the writer wrote not the latter but the former?
If the answer is no,
what does be+of+noun mean?
