I would like to provide one aspect of viewpoint (maybe two).
First, if you look at this "culture" matter from the angle of
"Organization", it can be explained as an outward appearance
of the culture of informal organizations. When you talk about
the race, the country such as the Americans or Chinese, you are
refering to the formal organizationsm while if you are talking
about a bunch of assholes with dispicable behavior, I think you
are mentioning of the "informal organizations".
