[Talk] the education level of native speaker of english

One day this question just pops up in my mind.
And I'v been thinking about it but got no right answer yet.

The question is how we know a native speaker of english is educated.

Can we say if one person is well educated if he/she uses many idioms or
longer words? Or he/she likes to use formal sentences most of the time?
