Many chinese students have this sort of questions.
My solution is to expose myself to English everyday, including CNN,
NYtimes, and many other English learning resources on the internet.
This is nothing new, because many people are working in this conventional way.
I don't know if this method is "effective" in your point of view.
Several friends of mine can really speak fluently, but they never live in
any English-speaking country. Through my observation, it's their
great interests and constant exposure led to their performance.
