with whom he conspired feigned agreement and at no time intended to go through

with the plan.

不會的單字都有查過，可是整句加起來就看不懂= =a。像conspiracy是陰謀，

commit a crime 是犯罪，feigned是捏造的，at no time是在任何時候都不

intend to go through wiht the plan 有意實行犯罪。請問這句是什麼意思?


另外68題which branch is the branch of government charged with administering

and carrying out the law?

實行法律的不是司法機關嗎，可是這題的答案給的是行政機關，是我哪裡有誤解嗎?
