Weird, but I don't know how openjade deals with teTeX bits, etc.
I may be wrong but it may work with ISO8859-1 encodings only, could you
try with another non-ISO8859-1 document from doc/, something using
ISO8859-2 and/or ISO8859-9, etc. ?
