Using images for callouts 11-15?

Folks,

We have images for 15 callouts in our image library,
but the DocProj engine seems to still use text rendering
for callouts above the 10th one.  Am I doing anything wrong?
I just use callouts in an article and build it with

make DOC_PREFIX=~/freebsd/doc LANGCODE=en_US.ISO8859-1 \
	IMAGES_LIB_DIR=~/freebsd/doc/share/images
