kernel.old does not exist on this installation.

Correct, however $kernels is commented out:
$ grep -i kernels= /boot/loader.conf /boot/defaults/loader.conf
/boot/defaults/loader.conf:#kernels="kernel kernel.old" # Kernels to
display in the boot menu
