i can't type chinese under console

I installed b5c,
and set my envs to
 LOCALE zh_TW.Big5
 LC_CTYPE is_IS.ISO_8859-1
 LANG zh_TW.Big5

even I use 'telnet -8' for telnet,
I can't type chinese either.

what's the problem, plz:)
