127.0.0.1: Can't assign requested address

bbs# telnet localhost 25
Trying ::1...
telnet: connect to address ::1: Connection refused
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Can't assign requested address

請問為何127.0.0.1會被拒絕呢?? 是我那裡設定錯了
