[閱讀] 一篇英文新聞看不懂得地方

最近想增強英文
開始看一些英文新聞
看不懂的地方如下，希望英文高手解惑^^
其中一段

According to local media reports, the plant will be built at a coast of 80
billion NT "amid market talk" that LCD maker could begin setting up shop
in China ..........

Q: 請問 "amid market talk that " 我可以把它看成連接詞嗎?
還是 amid 介係詞 + N 然後that 關代修飾 market talk
在 market talk 市場謠傳之中 that 是關代連接後面的句子
不確定我分析是正確的...

另一段
The restrictions have been left "in place" due to concerns over China's
weak protection of intellectual property right, and fears of industrial
espionage.

Q: 第一個句子請問in place 是片語嗎? 直接the restrictions have been left
限制被留下不就好了??

還有一段
However, premier Wu Dun-yi has recently been quoted by local media
as saying the government here .................

Q: 這邊has been quoted by local media 之後接 as 請問一整個是片語嗎??
還是這個as 也可以用其他介係詞代替呢?


不知道這樣讀是不是太拘泥於文法
如果以上文章or 問題有不清楚的也請版大們指正

推 ventress:第一句是amid 介係詞 + N 然後that 關代修飾 market talk
→ ventress:第三句的as也可替換成by
→ ventress:第二句in place原指某物被放到該放的位置
→ ventress:這裡講做restriction被徹底實施
→ ventress:我建議原po在閱讀時不要刻意根據文法拆解原句
→ ventress:先試著去猜句子原意

感謝大大XD，有時候真的會一直依賴文法的拆解去找清楚主詞動詞...
但是好像只要看懂就好了....= ="
