推 tzag:因為題目說政府無法達成降低城市失業率，E說失業的人到城市
→ tzag:所以城市失業率仍然是下降的
推 pero:就算不取消關稅，農民在利潤太少的情況下，出走到城市
→ pero:如此一來，跟取消關稅相比，同樣也無法降低失業率
→ pero:我覺得問題出在 "農民跑到城市後 失業率更會提高" 這一點
