這題看起來像weaken，其實只是叫我們指出原文邏輯哪裡錯
原文是這樣，因為 老虎不絕種 --> 狩獵減少 (p-->q)
所以 立法後=狩獵減少 --> 老虎不絕種 (q-->p ???)
(E)指出原文犯了把p-->q當成q-->p的錯誤，為正確答案。
(A)與其說無法反駁，不如說他是跟原文矛盾的選項，
原文已經說過"如果能成功執法的話..."，本來就沒說一定能成功
(B)則是無關選項
當初模考時班上有近八成看到vulnerable就圈了A，包括我 Orz
