我們翻成中文來看語義, 選E的話
Joan Philkill擔任連續18年的 chair of the planning,
如果用A就變成
Joan Philkill擔任連續18年的 "former" chair of the planning.
擔任連續18年的前會長, 說不通.
擔任前會長還去參加一堆meeting... 雖然也是可以, 但是很怪.
過去簡單式attended只是代表現在他已經不是會長了, 感覺很ok
