這題在C和D之間爭辨千年
C的to rate就是修飾developed
D的for rating做定語修飾a scale
再來的差異就是在後面的"comet will be to" and "comet will"
我個人是比較支持D
但SC這種東西我想不是投票支持哪個比較多的就是對（CD常常來投票這招）
所以還是想聽聽大家的意見.......

→ sunnyE:感覺will就是一定會發生 will be to感覺比較有預測感
推 krisis:答案是c，句型你覺得怪的地方，是how...will be的一部份~
推 sunnyE:develop for 後多接N
推 Vinicks:C用TO表目的比較符合OG的原意 E的話 likelihood換of改變了
→ Vinicks:句意 D的話for不合理 就像上面大大講的 how.... will be
→ Vinicks:結構沒有問題 所以選C比較有可能~~~但 解答給D =.=
