135. In a new police program, automobile owners in some neighborhoods whose

cars are not normally driven between 1 A.M. and 5 A.M. can display a special

decal in the cars' windows and authorize police to stop the cars during those

hours to check the drivers' licenses. The theft rate for cars bearing such

decals is much lower than had been usual for cars in those neighborhoods.

想請問一下這一題的D ,當初就在猶豫要選A還是D

我想法是如果車主在一點到五點開車 會被警察騷擾 那就表示此program有效

如果都沒有警方來盤查表示不是這個program造成失竊率下降


這樣看起來D選項也不錯  請問A選項比較好是因為?
