必須反駁上述結論
(A)選項中，有兩個not 拿掉的是 unlikely的un
Not being able to take college-level courses while in prison is likely
to deter anyone from a crime that he or she might otherwise have committed.
翻譯：在獄中不接受大學教育的人is likely to 阻止所有人犯罪，所以還是可以
降低犯罪率，所以不接受教育也可以阻止犯罪，反駁結論。
其實這邊有個重點，A選項是deter "anyone" from a crime，題目governor的政策
目的是降低整體犯罪率。
(C)選項去not後是
The group of inmates who chose to take college-level courses were
already less likely than other inmates to commit crimes after being released.
翻譯：選擇接受大學課程的犯人，原本就比沒受大學教育的罪犯不易犯罪在放出來後。
看起來像是無關，也沒有反駁。
而且只針對chose to take的犯人來說明，有可能會造成歸納錯誤。
這邊的already不好翻，只能意會了。不過看了一看，覺得這個字影響也蠻大的。
