答案是E~我想問的是題目的最後這句話怎麼理解
charges that the manufacturer's program has not met its goal are false.
我是看成這個program沒有達成他的目標所以是失敗的
但是假如計畫失敗的話答案E就不合理啦~只有計畫成功才可能阿~求救~~
