the...committee of experts在本句中提前，變成
the...committee of experts that the white house assigned to do...
然後that 關代受詞省略，the white house用代名詞it替代
就變成the...committee of experts it assigned to do...
自己是覺得還蠻合理的啦，可以再討論看看
