them在這邊可能有ambiguity的問題，畢竟前面有兩個複數名詞，
不知道是指policymakers還是interest rates。
況且代名詞優先指代主要子句主詞，指代到policymakers造成邏輯錯誤。
而且，expensive修飾interest rates也不對，
一般都是用high or low修飾prices, rates, costs，
expensive or cheap則直接修飾事物。
Longman現代英文字典是這樣說的：
expensive: costing a lot of money
<EX>
an expensive car
Apartments in the city are very expensive.
An underground train system is expensive to build.
high: costing a lot of money.
You use high about rents/fees/prices/costs. Don't use expensive with these
words.
<EX>
Rents are very high in this area.
Lawyers charge high fees.
the high cost of living in Japan
