我的疑問是A和D
網路上討論非A的原因多是已傾倒的東西無法回復，能減少的，只有現在可傾倒的東西
但是這句我怎麼看都像是--減少在該協議之前所被「允許」傾倒的量。
比如說協議前被允許傾倒的量是一天二噸，所以該協議是減少一天兩噸的量，
也就是減少之前可以傾倒的量，而非減少已經倒下去的東西。

→ yangJ:所以問題就在現在還是不是被允許，若現在還被允許則用現在式 10/01 17:34
→ yangJ:若現在不允許，則用過去式，不會使用過去完成式這個選項 10/01 17:35
