意指分配 "比率" 下降，
文章最後結論說 "Obviously, less money is being spent now on effective treatments"
意指分配金額數量的減少。
注意： "比率"下降未必 "數量" 減少，
（例如比率下降10%，總金額卻增加10倍，那麼分配到的金額數亮就會增加）
為了讓結論成立，所以答案說 "總金額" 減少，
如此加上 "比率" 下降，當然分配金額數量減少。
