我一開始的想法是:
文中提到新車比例很高，

但可能有些新車是1993之前製造的，
所以雖然新車比例高，但nitrogen dioxide emissions仍高?

還是說我誤會了題目中的意思，
"Catalytic converters have been required in all new cars in Donia since 1993"
跟何時(1993前/後)製造出廠無關，只要是新車就必須安裝此converters~~
