我的看法比較不一樣 今天題目是說 decline "if" the plan is instituted

題目要問的是 plan "加入之後"成本的差別
而不是"時間前後"成本的差別 所以 issue 成本增加
是 plan 加入前和加入後都會碰到的因子
所以不管有沒有實施這個 plan，單一 issue 的成本都會增加
今天單一 issue 成本增加 plan: 減少 issue 總量
這絕對是減少成本 當然就不可能去 support profit decline
