it是平行句後句的主詞，優先指代平行前句主詞budget。
注意這裡的「預算」不是單指金錢，個人猜測應該是有指「預算條例」之類的概念。
所以這樣的條例「允許」....也就是可以解釋的了。
不過在正式考試之中，指代明確與否屬於弱考點，意志動詞的用法
（建議要求命令規定這四種詞後面的子句要用原形）屬於強考點。
當然要先考慮強考點，不得已時才比較弱考點。
