應該是這樣說, 破折號除了可以當成逗號來用引出非限定修飾語外, 還可以對clause做
paraphrase, 以下有三個句子供您參考：
破折號: 引出非限定資訊(句中)，用法和逗號相同

因為這句paraphrase的對象是that名詞子句,為了要讓被修飾對象更明確,
