注意看清楚這題「不是加強題」，是文章support選項，屬於推論題。

題目裡面說1. 拿來支付市政服務的總金額減少了。
2. 治安跟供水（注意such as 代表這兩項是屬於市政的一部分）的
仍然需要被維護（推論得知這兩項的花費不能變）。
所以當市政總預算減少，但是其中治安跟供水花費不能變時，
花在其他市政的錢會減少，讓他們服務減少甚至消失。
: (B) If a city's tax rates are held stable over a period of time, neither
: the population nor the levels of city services provided will tend to
: decline over that period.
: (C) If a city's population declines sharply, police protection and water
: line maintenance are the services that deteriorate most immediately
: and most markedly.

注意升稅會讓居民逃跑，不代表降稅居民就會變多。
就像5566的專輯若是漲到一張兩萬一定更少人買，
但是降到一張10塊還貼紅標綠標真的就會變成暢銷專輯？.
不能這樣直接做反向推論。
: 答案是 (A)，但是我選了 (E)，
: 我覺得既然 argument 末端扣緊了 tax rate 跟 residents 的關係
: 應該是 (E) 更直接被上面的 argument 支持，
: 況且 (A) 選項 "some other service" 難道不屬於無關資訊嗎??
: 我看到這三個詞兒我就刪了它... 囧||
