: 我自己會覺得用ones指代不偏好，且would be those impacting the most感覺句意改變

在標準英文的精神中, 可以不用代名詞盡量避免, 另外形容詞要避免改成形容詞子句,
通常Adj + N --> N that be Adj 錯誤機率會高達99%, 也就是考clarify句子好壞問題,
另外這裡不需要在重述一次ones指代the effects
