大意大概是說 在醫院使用皮膚診療機器，
可確實的減少診斷皮膚癌的 cost。
即使此機器很貴，診所也覺得應該可以買一台。
(C) Whether the machine at the clinic would get significantly
less heavy use than the machine at the hospital does
在診所使用此機器，會不會比在醫院使用的次數少很多。
--> 此答案概念如此例子: 在大公司使用影印機省了很多費用，
但在小公司，就要考量到是否有大樣影印的需求，
而決定是否需要購入影印機，答案合理
(D) Whether in certain cases of skin discoloration, visual inspection
is sufficient to make a diagnosis of skin cancer
是否在某些情況下，visual inspection 就可以分辨皮膚癌
--> 請注意，題目推到結論 "considering buying the machine"
原因是 "diagnostic costs were reduced
by machine in hospital"
即使 visual inspection 可以在某些情形分辨皮膚癌
都和醫院使用機器省錢的事實
或是診所是否可以利用機器省錢的推論無關
