關鍵字是decades吧
忽略長期的mismanagement和inefficient
下結論說infusion of cash可以暫時解決問題
其他答案完全沒有線索
realistic的話前面要有提到不切實際之類的詞而且前面也不會用anything more than
complete的話前面要有不完善之類的詞同樣前面也不會有anything more than
fair的話句中可能要有較差的solution
