Manager Steve Staunton recalls Carr after the Newcastle defender reversed his decision to quit Ireland duty. Tottenham Hotspur youngster Terry Dixon is named in the squad for the game in Dublin after being called up for a training camp in Portugal in May. Newcastle's Alan O'Brien gets his first call-up while Sunderland's Stephen Elliott returns after injury. Carr announced his retirement from international football after the Republic's failure to reach the World Cup finals but Staunton has successfully convinced him to link up with the squad again. "Stephen has vast experience on the international scene and its great to see him back. I feel he still has something to offer while playing for his country," said Staunton on Tuesday. Carr has 39 Republic caps but missed out on the 2002 World Cup finals because of injury. The Irish take on the Dutch at Lansdowne Road on Wednesday 16 August.
